This is the area where sand is being dumped to stop erosion, and where the sea wall will be built - about 20 - 30000 cubic metres per year. This will be where the sea wall is built. The community wants something permanent. They don't want the beach to wash away.
Surges and high tides are the major causes of the erosion.
Another major motivating factor is the fuel pipeline buried about a meter below the surface, that runs from fuel tanks north to the wharf south-west.
Also, the potential to increase real estate prices on the esplanade - there is currently zoning for a 5 storey limit.
Kiosks will be considered, and other possible commercial ventures on the site - "everything will be considered."
While I was there, the wind carved out the underside of the grass, so it was fenced off, and the grass knocked down to reduce the hazard.
